Base 4 - No shipping address needed to order a digital item

This change will provide a better experience for participants. It was included in the requirements for Base 4, but was not implemented.

    This has been added to the Catalog API backlog.

    The proposed improvement is for CatalogAPI to provide some reliable indication of whether an item is physical (thus address is required) or digital (where address may be optional), as well as to allow orders to be placed without providing an address.

    This wasn't implemented in Base4 because it is impossible to do so reliably with the current Catalog/Order system. When viewing an item in CatalogAPI there is no indicator of whether or not an item is physical or digital. At best, you can guess based on category ID, but there are mixed opinions on whether or not this is reliable. There is also no way to place an order to CatalogAPI without providing an address and phone number.
